This dissertation investigates the processes of recognition and attribution of values to cultural heritage through community participation, focusing on the methodology of participatory inventories. It is based on the understanding that decisions about what should be preserved are cultural and that heritage must be recognized as a dynamic social construct, linked to collective memory, meanings, and values attributed by subjects to places. The main objective is to contribute to the affirmation of the participatory dimension in the processes of recognizing cultural heritage and constructing memory, considering its relevance to design and urban planning. The research adopts a qualitative approach, with theoretical foundations in authors such as Halbwachs, Meneses, Laurajane Smith, Montaner, and Choay, and empirical analysis of two Brazilian experiences: the “Participatory Inventory of the Minhocão Against Gentrification” (São Paulo, 2019) and the “Participatory Inventory of the Campo Grande Railway Station” (São Paulo, 2020). The investigation is based on dossiers, inventory forms, interviews with the architects responsible, and technical documents. The results demonstrate that participatory inventories, when effectively mediated by committed professionals and led by communities, are powerful tools for civic education, memory building, and the development of public policies and urban projects that are more sensitive to cultural diversity. The dissertation reaffirms the importance of active listening, the appreciation of subjectivity, and the ethical role of the architect as a mediator between technical knowledge and territorial belonging.
